The mom will lay a hole bunch of eggs because most eggs won't hatch, some eggs will be eaten by predators such as birds, and some won't be fertilized some will be burned up in the sun and also, some might break in the water.

Frogs lay their eggs in moist places or water. The eggs are to big to be eaten so this is a way of nature protecting them.
